Mayor Carmen Loreto Cari was born on February 23, 1936 at Malabuyoc, Cebu.  She is the daughter of the late Anastacio Valenzona Loreto and Juanita Costas Veloso.  She is happily married to Engr. Felipe Fagar Cari and blessed with five (5) children.

She finished her elementary education at the Baybay Elementary School, Baybay, Leyte in 1949 and her secondary education at Baybay High School, Baybay, Leyte in 1953.  She pursued her collegiate education at the University of the East, Sampaloc, Manila, with the degree, Bachelor of Science in Business Administration (BSBA).

Mayor Cari started serving Baybay, Leyte on February 3, 1988, when she was first elected as Mayor.  She finished her three (3) terms as Mayor on March 27, 1998.  On June 6, 2001, she was elected as Representative of the 5th District of Leyte which ended on June 30, 2010.  Then, she was re-elected as Mayor on July 1, 2010 and now presently serving the people of the City of Baybay.

Among her personal advocacies are nurturing the lives of the women, farmers, fisherfolks, children, aged and persons with disabilities in the city.  She also ensures that the City of Baybay becomes drug-free city, gender-sensitive and disaster resilient.
