Baybay City Mayor Hon. Jose Carlos L. Cari was recently invited to speak during the Adaptive Governance and Innovation for Local Executives (AGILE) Webinar for Local Government Units (LGUs), dubbed as “From Purse to Purpose: Sound Local Financial Management,” on July 12, 2022.  The Department of the Interior and Local Government (DILG) Regional Office 8 revealed that Baybay City is among the LGUs that was awarded the seal of Good Financial Housekeeping affirming the LGU’s honesty and full transparency and accountability in spending and auditing of public funds. As of May 27, 2022, only three (3) provinces, five (5) cities, and forty-five (45) municipalities in Eastern Visayas passed the Good Financial Housekeeping standards.

During his presentation Mayor Cari recalled that, “Way back 1998, Baybay City was the biggest municipality in Region 8 but with very limited resources. Thus, we consulted the barangay officials and the different sectors of the society and we found out that one of the needs of the Baybayanons is improved health services. Thus, the LGU established its own diagnostic center with laboratory facilities, ultra-sound and x-ray so that we need not go far just to avail of these health services. ”

He added that before the establishment of the then Baybay Diagnostic Center, Baybayabons go either to Ormoc City, Tacloban City, or even as far as Cebu City just to undergo the necessary laboratory services, ultra-sound and x-ray. What is more important is that it was the only LGU-managed diagnostic center in the region then. “We also encouraged our constituents to have a regular check-up to ensure that they are in good health,” he added.

And while he was still the Congressman of the 5^th District of Leyte, Mayor Cari managed to get funds for the construction of the new Western Leyte Provincial Hospital (WLPH), thru President Rodrigo Roa Duterte. He said that, “We have constructed a very beautiful hospital which passed the standards of the Department of Health (DOH) and is now operating in full capacity. Even the DOH Region 8 knows that the Immaculate Conception Hospital is not only catering to the health care needs of the Baybayanons but that of the neighboring municipalities and province as well, especially in the 5^th District of Leyte.”

It could be recalled that during his first term as the City Mayor of Baybay City, he proposed to the Sangguniang Panlungsod (SP) to request the Leyte Provincial Government, thru Governor Leopoldo Dominico L. Petilla, to turn over the management of the Western Leyte Provincial Hospital (WLPH) to the Baybay City LGU. And after a series of consultations, a Memorandum of Agreement (MOA) on the devolution of the operations and management of the Western Leyte Provincial Hospital was signed, in September 8, 2020, between the Provincial Government of Leyte and the Baybay City LGU and the name of the hospital was changed to Immaculate Conception Hospital (ICH).

“And because the Department of Health is aware that we are serving not only our constituents but as well as that of the nearby municipalities, DOH will be donating CT Scan and MRI so that our patients need not travel to Tacloban, Cebu or Manila to avail of these services,” ended Mayor Cari.

Matud pa ni Mayor Cari nga gi-aprobahan na sa Sangguniang Panlungsod (SP) ‘ning dakbayan, nga gipangulohan ni Vice Mayor Atty. Ernesto M. Butawan, ang Supplemental Budget No. 2 diin nahilakip ang pondo nga gigahin alang sa pagtukod og napulo (10) ka building nga magsilbing permanent shelter sa mga survivors sa TS Agaton gikan sa Barangay Mailhi ‘ning dakbayan.

Angayang masayran nga atol sa labing ulahing City Development Council (CDC), diin mitambong si Office of Civil Defense Region 8 Regional Director Lord Byron Torrecarion, gi-pesentar ni City Planning and Development Office Head Engr. Patrick Postrero ang plano alang sa nahisgotang permanent shelter nga tukuron sa Lokal ga kagamhanan sa dakbayan sa Byabay didto sa Barangay Higuloan.

Matud pa ni Engr. Postrero nga, “One building is composed of four (4) units, nga adunay floor area nga 32.3 square meters, and each building costs twenty-three million (P2.3M).  Ang matag unit naay comfort room, ceiling, kitchen, doors and windows.” 

Samtang, gibutyag ni City Social Welfare and Development Office (CSWDO) Dr. Manuel Icon Donaire nga, “Sa pagka karon, mouli gihapon sila sa Barangay Mailhi kay manginano sa ilang mga gamit, pananom ug binuhi nga mga hayopan, pero mobalik sila sa Evacuation Center inig ka gabii, anha sila matulog kay naa pa man diha ang ilang pamilya.”

Gi-awhag usab ni Donaire ang kapulisan ‘ning dakabayn nga magbutang og pulis nga permanenteng magbantay, dili lang sa Baybay City Night High School kon dili lakip na usab sa Baybay City Senior High School, aron hugtanon nga ikapatuman ang curfew sa nahisgotang mga Evacuation Centers.

Nakahilak nga naghamdom sa mga panghitabo si Kantagnos Barangay Captain Hon. Michelle Cipe kay matud pa niya nga bisan kon tulo na ka bulan ang milabay, presyo pa gihapon alang kaniya ang nahitabo, “Sakit kaayo sa dughan, daghan ang nawad-an og pamilya, mga puluy-anan ug kapanginabuhian. Dili lalim ang magsud-ong nga ang imong mga tawo nag-antos.” Apan nagpasalamat siya og dako sa tanan nga mitabang kanila kay wala na man sila’y balikan pa sa ilang barangay, “Bisan pa sa nahitabo kanamo, naay daghang mitabang, wala kami pasagdi. So, thankful kaayo ko nga naay mga tawo nga andam nga motabang sa nagkinahanglan og tabang. Sa among kahimtang kay dili lalim nga wala kay kapuy-an.”

Sa laing bahin, nagpasalamat usab si Baybay City Mayor Hon. Jose Carlos L. Cari sa nagkadaiyang mga buhatan sa kagamhanan nga mitabang sa mga dakbayan sa Baybay, “To DSWD Regional Director Grace Subong kinsa walay putol ang pagtabang, ania usab si PBGEN BARNARD BANAC nga kanunay nga nagpadala og tawo ug hangtud karon ang inyong kapulisan nagtrabaho dito. Gipasalamatan usab ni Mayor Cari ang mga humanitarian institutions, business groups, ug mga private individuals nga mitabang aron dili mawad-an sa paglaum ang mga biktima sa bagyong Agaton. Gipasalamatan usab niya ang Sangguniang Panlunsgod nga gipangulohan ni Vice Mayor Atty. Ernesto Butawan sa ilang makanunayon nga pagsuporta sa ilang mga plano, lakip na ang pag-approve sa pondo nga gipalit sa yuta nga gitukoran sa temporary shelters alang sa mga taga-Barangay Kantagnos ug sa paghimo sa kalsada padulong didto.

Mipadayag usab sa iyang pagpasalamat si Mayor Cari ngadto sa mga molupyo sa Barangay Maganhan, nga gipangulohan ni Barangay Captain Renato Magan, gumikan sa ilang pagsuporta usab sa maong programa sa nasundong kagamhanan.

Si Office of the Civil Defense Region 8 Regional Director Lord Byron Torrecarion, sa iyang kabahin, mibutyag nga una pa kini nga higayon nga gigamit ang whole of nation approach sa pagtukod of panimalay alang sa mga biktima’s katalagman dinhi sa Rehiyon Otso diin nagtibangay ang nagkadaiyang ahensiya sa nasudnong kagamhanan, “This would have not been possible without their help and cooperation.”

Angayang masayran nga cuarenta (40) pa lang ka mga temporary shelter ang natukod didto sa Barangay Maganhan ubos sa Phase I niining maong proyekto ug karon nga na-turnover na kini sa Baybay City LGU, sugdan na usab sa Office of Civil Defense, ug sa mga kaabag niini nga mga buhatan sa kagamhanan, ang Phase II sa maong proyekto nga mao ang paghimo sa dugang cuarenta (40) pa ka mga panimalay alang sa mga survivors sa Barangay Kantagnos.

Nahuman na og demolish ang Out-Patient Department (OPD) ug ang Multi-purpose Building sa daan nga ospital dinhi sa syudad sa Baybay nga anaa mahimutang sa Zone 8. Mao kini ang gibutyag ni OIC City Environment and Natural Resources Officer Engr. Gretel Cabrito atol sa labing ulahi nga City Inter-Agency Task Force on the Management of Emerging Infectious Diseases (City IATF-MEID) ‘ning dakbayan.

Nunot niini, nagkanayon si Baybay City Mayor Hon. Jose Carlos L. Cari nga kinahanglan nga dalion ang pagpa-approve sa proposed plan nga gisumite sa City Planning and Development Office (CPDO) ngadto sa Department of Health (DOH).

Matud pa ni Mayor Cari nga gi-aprobahan na sa Sangguniang Panlungsod (SP), nga gipangulohan ni Vice Mayor Atty. Ernesto M. Butawan, ang Supplemental Budget No. 2 diin nahilakip ang LGU Counterpart sa pagtukod sa Super Health Center nga mikabat sa seis punto otso milyones ka pesos (P6.8M).

Nunot niini, nagkanayon si Mayor Cari nga kinahanglan nga sugdan  dayon ang pagtukod sa nahisgotang building ginamit ang LGU counterpart samtang naghulat sa counterpart sa DOH nga mukabat sa diez milyones ka pesos (P10M), “Ang atong daan nga ospital gub-on ‘to tanan ug magtukod ‘ta og bag-o. Tua na nato ibalhin ang Out-Patient Department (OPD) pero naa siya’y kaugalingon nga laboratoryo, x-ray, kumpleto gihapon ‘na sa mga kahimanan pero walay admittance. Tua lang ‘ta magpa-check up.”

Gisaysay usab ni Mayor Cari nga usa lang ang ispesyalista sa diabetes nga nag-serve sa dakbayan sa Ormoc kausa sa usa ka semana hinungdan nga dugay kaayo kon magpa-check-up didto, “Mao nga ato pud hangyoon nga naa poy ispesyalista sa diabetes nga mo-istasyon pud diri, bahala na’g kausa ra sa usa ka semana, basta naay panahon para sa atong mga kaigsoonan dinhi sa Baybay.” 

Gibutyag usab ni Mayor Cari nga aduna ‘say Pulmonologist ug Nephrologist nga taga-Baybay, “Ato pud silang hangyoon aron bisa’g usa lang ka adlaw sa usa ka semana naa diha tanan ang mga serbisyo sa panglawas nga atong gikinahanglan para close to home ug dili na ‘ta muadto pa sa laing lugar.”

Nasayran usab gikan ni Mayor Cari nga butangan og Blood Collecting Facility ang nahisgotang Super Health Center, “Para ang dugo naa na diri, dili na ‘ta muadto sa laing lugar. So, kumpletohon nato ang health services diri sa siyudad sa Baybay para natong tanan.”

Angayang masayran nga gawas sa agriculture and fisheries, gihatagan usab sa Baybay City LGU og dakong pondo og pagtagad ang maayong panglawas sa mga Baybayanon.

Then immediately sugdan na pud ang another 40 units kay dili lagi lalim magpuyo sa Evacuation Center.”

Hinuon, gipasabot ni City Social Welfare and Development Officer Dr. Manuel Icon Donaire nga adunay gihimo nga pamaagi ang Department of Social Welfare and Development (DSWD) kon unsaon sa pagpili ang unang cuarenta (40) ka mga pamilya nga ibalhin sa temporary shelter nga gihimo sa Office of Civil Defense (OCD) alang sa mga survivors sa bagyong Agaton sa Barangay Kantagnos ‘ning dakbayan, base sa ilang vulnerability index. “So, kadtong naay mga senior citizens, persons with disability ug mga buntis ang una nga ilabhin sa temporary shelters sa Barangay Maganhan,” dugang pa ni Donaire.

Apan gitataw ni Mayor Cari nga kinahanglan nga mabakante ang usa ka building sa Baybay City Senior High School sa pagbalhin sa unang 40 ka mga pamilya, “So, kadtong mga dili apil sa priority groups base vulnarability indez sa CSWD, kinahanglan nga mobalhin nalang usa og room.” Nunot niini, iyang gimando-an si Donaire sa pagdumala sa pagbalhin sa unang 40 ka mga pamilya didto sa Temporary Shelter sa Barangay Maganhan, “Basta ang importante nga nga maka-vacate ‘ta og building para magamit na nila sa face-to-face classes.”

Angayang masayran nga pormal na unyang i-turnover ugma (Hulyo 15, 2022) sa Office of Civil Defense (OCD) ngadto sa Baybay City LGU ang unang 40 units sa mga temporary shelters nga ilang gihimo didto sa Barangay Maganhan alang sa mga survivors sa Tropical Storm (TS) Agaton sa Barangay Kantagnos ‘ning dakbayan. Apan daghan pa ang kulang nga temporary shelters alang sa Barangay Kantagnos tungod kay 165 ka mga pamilya karon ang anaa nagpuyo sa Byabay City Senior High School isip Evacuation Center.

The Head Teachers must prepare the directory of the pupils which the Barangay Officials will use in the conduct of the House-to-house visitation to ensure that all 5-11 years old children will be vaccinated when the Vaccination Teams come to their barangay for their vaccination, as scheduled.  According to Baybay City Mayor Hon. Jose Carlos L. Cari this is the strategy being used by the city government to ensure that all 5-11 years old children in the city are vaccinated against COVID-19 before the classes start on August 22, 2022.

As a result of this strategy, Dr. Profetana revealed that as of January 11, 2022, forty-five percent (8,000) of the 5-11 years old children in the City of Baybay had already been vaccinated out of the 17,759 target population.

He added that with the Ramp-up Pediatric Vaccination, the Local Vaccination Operation Center (LVOC) will be able to vaccinate the remaining 55% of the 5-11 population this month, “Then, we will go back to the barangays to conduct a second dose for those who have received their first dose and catch up vaccination for those who failed to go to the Vaccination Post during their vaccination schedule.”

Mayor Cari said that the city has to vaccinate at least 70% of the total population of the 5-11 years old children so that parents will feel that it is already safe to send their children to school for face-to-face classes. “It has been a long time since the schooling of our children has been affected by the virus. Two years is a huge waste of time. Thus, the parents must ensure that their 5-11 years old children are fully vaccinated,” added Mayor Cari.

It could be recalled that during the City Inter-Agency Task Force for the Management of Emerging Infectious Diseases (City IATF-MEID), Dr. Profetana revealed that the vaccination rate of the city (81.36%) is higher than that of the regional (69.9%) and the national (78%) vaccination rates.

He added that the vaccination rate for the 12-17 years old is 87% and that of the 18 years old and above is 83%. However, he said that the vaccination rate for the booster dose is only 7.9%, “This is where we need massive information campaign to encourage more Baybayanons to get their booster and the second booster dose.”

Nagmalampuson ang gipahigayon nga Philippine Rural Development Project Potable Water System Consultation Meetings sa mga residente sa walo (8) ka mga barangay dinhi sa dakbayan sa Baybay. Gilangkoban kini sa Barangay Plaridel, Barangay Maslug, Barangay Bitanhuan, Barangay Maitum, Barangay Jaena, Barangay Punta, Barangay Sabang ug Barangay Palhi.

Mao kini ang gibutyag ni City Agriculturist Ms. Mora Abarquez kinsa nagkanayon nga, “Uyon kaayo ang mga tawo kay pila na ka tuig nga wala jud sila’y maayong supply sa tubig. Lisud jud kaayo ang ilang tubig unya dugay na ‘nang gitan-aw sa siyudad pero tungod sa kadako sa pondo nga gikinahanglan mao nga nakita og laing source ang Baybay City LGU.”

Gidasunan usab ni OIC City Environment and Natural Resources Officer (City ENRO) Engr. Gretel Cabrito ang gisulti ni Abarquez kinsa nagkanayon nga nangayo og pondo si Baybay City Mayor Hon. Jose Carlos L. Cari ngadto sa Department of Agriculture Regional Office 8 alang niining maong Water Systems Project, “Project ni sa DA RFO 8 nga funded sa World Bank.”

Matud pa usab ni Abarquez nga gi-validate na ang area sa hiniusang puwersa sa City Engineering Office (CEO) ug City ENRO ‘ning dakbayan, sa Department of Public Works and Highways (DPWH), ug sa DA-RFO 8-PRDP Division ug ilang nasayran nga anaa sa Barangay Maslug ang maayo ug kusof nga tinubdan sa tubig. “Dako siya nga source sa tubig ug maka-suplly siya og tubig sa walo ka mga barangay bisan pa hangtud sa napulo ka tuig diin siggurado nga mosaka ang populasyon sa maong mga barangay,” dugang pa ni Abarquez.

Nagkanayon usab si Abarquez nga kon ma-implementar na ang maong Water System Project sa DA RFO 8, wala na unya’y problema sa tubig ang mga molupyo sa nahigostang walo (8) ka mga barangay.

Busa, aron pagseguro sa suporta sa mga molupyo sa barangay sa implementasyon niining maong protekto, gipahigayon ang nahigsotang mga Consultation Meetings sa dili pa sila magsugod sa pag-implementar sa nahisgotang Water Systems Project.

Matud pa ni Abarquez nga segun pa ni Engr. Ernesto Ceralvo, Social Environmental Safeguard Officer sa DA RO 8 PRDP Division, nga ilang paninguhaon nga malikayan ang mga tanom ug mga structures sama sa mga balay, “Pero kon wala na jud sila’y laing kaagi-an, ilang bayran ang mga damages nga susama niini human kini ma-assess sa City Assessor’s Office ‘ning dakbayan.”

Matud pa ni MoFA President Jessie Abenoja nga dako ang ikatabang niining maong project kanila tungod kay makahatag kini og dugang tinubdan sa kapanginabuhi-an, ilabi na sa mga kababayen-an sa Barangay Monterico.

Cari nga kinahanglan nga i-andam ang mga Baybayanon sa nagsingabot nga krisis pinaagi sa pagbansay-bansay kanila aron sila makabaton og dugang kaalam, “Tagaan nato og dugang abilidad ang tanan nga mga katawhan sa atong siyudad, hatagan ‘sab nato sila sa mga kagamitan nga ilang gikinahanglan.” 

Nagkanayon si Mayor Cari nga gumikan sa walay puas nga pagsaka sa presyo sa mga produktong petrolyo, posibleng makasinati og krisis sa pagkaon, dili lang ang Pilipinas kon dili ang tibuok kalibutan, ilabi na kon magsira na ang mga gagmay’ng patigayon dinhi’s nasud gumikan sa gimando nga pagpasaka sa suholan sa mga trabahante. “Busa, isip pagpangandam niini nga suliran, i-capacitate ‘ta daan ang atong mga katawhan,” dugang pa ni Mayor Cari.

Nunot niini, gibutyag ni Mayor Cari nga dako nga pondo ang gigahin karong tuiga alang sa mga katawhan, ilabi na sa mga mag-uuma ug mga mananagat, aron kahatagan sila og dugang abilidad.

The Monterico Farmers Association (MoFA), headed by its President Ms. Jessie Abenoja, is one of the beneficiaries of the Food Resiliency Program of the Local Government Unit (LGU) of Baybay City. The organization is currently renting a communal garden and signed an agreement with the owner so that they can use the said land for three (3) years. Thru the technical assistance of the City Agriculture Office (CAO), headed by City Agriculturist Ms. Mora Abarquez, MoFA was able to produce cabbage (repolyo) and Chinese cabbage (ombok). “Now, our vendors in the city need not travel to other places just to buy these vegetables,” says City Agriculturist Ms. Mora Abarquez.

It could be recalled that every time a calamity hits the city, consumers complain of the high prices of prime commodities, especially vegetables. But in a consultation with the vendors, they revealed that one of the reasons for this is that they had to procure the vegetables from other places which entails additional cost on their part. The City Agriculture Office, through its regular monitoring in the Public Market, identified these vegetables and Mayor Cari mandated Ms. Abarquez to try producing these vegetables in Barangay Monterico.

According to Mr. Abenoja, they started planting cabbage and Chinese cabbage in October of last year but their communal farm was affected by typhoon Odette.

In a short video produced by the CAO about the Monterico Farmers’ Day, 2022, Mr. Abenoja said that, “We started planting again this year and we thank the city, especially Mayor Boying, because all these farm products that you see here now are results of their support. Thus, we would like to extend our heartfelt thanks to Mayor Boying for giving us (farmers) importance, despite the distance of our barangay. In return, we promise to sustain this project which serves as additional source of our income.”

During the Farmers’ Day in Barangay Monterico on July 5, 2022, the visitors visited their communal farm and had the chance to experience harvesting the cabbage and Chinese cabbage by themselves. The said activity was attended by Sangguniang Panlungsod Members Hon. Romulo Alcala and Hon. Jorge Rebucas, City Planning and Development Officer Engr. Patrick Postrero, City Legal Officer Atty. Avito Cahig Jr. and City Agriculturist Ms. Mora Abarquez and her staff.

Some City Nutrition Council (CNC) members of the City of Baybay also attended the Monterico Farmers’ Day as part of the activities in the Nutrition Month Celebration in the city.
