The Visual Arts Association of Baybay (VAAB) formally open it’s 2nd Group Art Exhibit titled “Pinta ug Dibuho (Paint and Draw)” yesterday at the Knights of Columbus Building right across Baybay Veterans Plaza.
The program was attended by the City Mayor of Baybay Hon. Carmen L. Cari, SPA Coordinator Dr. Joan C. Rapada, Assistant Schools Division Superintendent Dr. Sherlita Palma, Special Program for Arts (SPA) Visual Arts Students and our Local Artists here in the City of Baybay.
The Art Exhibit will be open daily from June 13, 2018 up to June 30, 2018.
The City Agriculture Office of the City of Baybay formally open it’s Agri Trade Trade Fair 2018 located just beside Association of Barangay Captains (ABC) Building of the Local Government Unit of Baybay.

In an interview with Mayor Cari, she said that she had been longing to establish a Blood Bank in the City of Baybay. She said that, “As of now, whenever we conduct a bloodletting activity, the Red Cross brings all the blood to be kept in their Blood Bank in Ormoc City. Then, whenever we need blood for our patients, we still must travel to Ormoc City and sometimes our request is denied because they do not have the blood type that we need. But if our plan to establish a Blood Bank is realized, we will be able to serve not only the Baybayanons but also the patients from the 5th District of Leyte.”
However, since the budget requirement for establishing and running a Blood Bank is quite high, the members of the BCLBC agreed to establish a Blood Collecting Unit (BCU) instead of a Blood Bank. As a matter of fact, Dr. Norberto Oja, the BCLBC Chairman, with some members of the council went to the Catarman Provincial Hospital in Catarman, Northern Samar on March 12, 2018 to learn from their good practices.
It could be recalled that Republic Act No. 7719, also known as the National Blood Services Act of 1994, promotes voluntary blood donation to provide sufficient supply of safe blood and to regulate blood banks. This act aims to inculcate public awareness that blood donation is a humanitarian act.
Thus, one of the major activities of the Baybay City Local Blood Council is the conduct of the Quarterly Bloodletting Activity as follows:

The City Mayor of Baybay, Hon. Carmen L. Cari conceptualized an event that will gather all the aspiring ballroom dancers with their friends and family on the night of love at the Pavilion Hall, Lintaon Peak, as a post-valentine celebration which falls in the Chinese New Year.
This event was organized by the Baybay City Tourism and Investment Promotion Office (BTIPO) , spearheaded by Ms. Josh Granada-Gutierrez.
A total of 275 guests and balik-baybay visitors coming from Maasin City Southern Leyte, Ormoc City, and from the different parts of the region graced this newly launched event. It was spiced up by one the best band in the region, the M1s Pure Soul of Southern Leyte in rendering beautiful love songs and much more, in giving the twists to fire up the event. Also, the organizers tapped the Sutuwaki Catering Service from Ormoc City to give a good food to the guests.
A Night of Love in Lintaon Peak is the second event that happened in the Pavilion Hall, Lintaon Peak. As of the moment, this hall is still not accepting reservations for events until such time that there will be an official release of the ordinance from the City Government of Baybay. Moreover, they have been continuously doing improvements such as the installation of the street lights and the construction of the comfort room in the site, to ensure that guests and visitors going to Lintaon Peak are safe and secured. Possible explosions are highly likely to occur, which could lead to possible loss of lives and damage to properties, following fire accidents due to the use of liquefied petroleum gas (LPG) refilled in butane canisters.
In an interview with Fire Safety Inspector SFO2 Paul Morata, of the Bureau of Fire Protection (BFP) in Baybay City, he emphasized safety concerns over cheap costs of refilling butane canisters with LPG. SFO2 Morata said this amidst the alleged proliferation of illegal refilling of LPG in butane canisters in Cebu that has been transported to Baybay City for trading.
“Refilling butane canisters only costs Php8.50 to Php12.00 compared to buying the LPG priced at over Php200 for 2.5 kilograms and Php600 for 11 kilograms but the cheap price comes at a cost,” added Morata.
On the other hand, SFO3 Helcon Dela Torre, the Chief of the Administrative Section of the Baybay City Fire Station revealed that LPG-refilled butane canisters had proliferated in Mindanao and Cebu and is now starting to grow in Negros Oriental and Leyte.
“The Department of Energy in the Visayas (DOE-Visayas) has noted three (3) related explosions in Cebu, due to the use of LPG-refilled butane canisters, although no fatality has been recorded,” dela Torre said.
“We are strengthening the monitoring of the backyard refilling of LPG in butane canisters, but we can only do much due to our very limited manpower,” added Morata.
P/SUPT. RAMIL AMODIA, Chief of Police of the Baybay City Police Station, however, said that pursuing the people behind the backyard refilling of LPG into butane canisters can be difficult because this is usually done inside their residences, which make it riskier on the part of their family members.
Thus, to be effective in the campaign against the backyard refilling of LPG into butane canisters SFO3 dela Torre said that the community plays a very important role, especially that they too are placed in a risky condition.
“Section 3 of Presidential Decree 1865 states that it is illegal to trade, sell, distribute or haul LPG-refilled butane canisters without permit from the Department of Enery and those found guilty will face two (2) to five (5) years of imprisonment or a fine of Php20,000 to Php50,000 or both, in the discretion of the court. But in case of second and subsequent conviction under this act, the penalty shall be both fine and imprisonment,” added dela Torre.
Dela Torre explained that the Local Government Units’ support is very critical to put a stop to the illegal refilling of LPG in butane canisters and in selling the same.
It could be recalled that SFO3 dela Torre expressed his concern about this problem during the first City Disaster Risk Reduction and Management Council (CDRRMC) Meeting and said that an ordinance, once in place, will facilitate the implementation of this act.

BCPS Reveals Requirements for Securing a Police Clearance
Police clearance is a government document that is released to an individual upon request. This certificate ensures that you cleared of any unlawful activities and has not been involved in any criminal act. According to PSUPT RAMIL N. AMODIA Chief of Police of the Baybay City Police Station (BCPS), the police accepted as a valid ID and can also be used for legitimate identification purposes.
As a part of safety precautions, some company employers require a Police Clearance in hiring qualified employees. Securing passports and other government IDs may also require a police clearance.
However, like other public documents such as the Barangay Clearance, National Bureau of Investigation (NBI) Clearance and the Voters’ Certification from the Commission on Elections (COMELEC), a Police Clearance is valid only for one (1) year. This means that in case you will need a police clearance again, you must secure another after its expiration date.
In an interview with PSUPT AMODIA, he revealed the requirements for securing a police clearance. These include the Community Tax Certificate, commonly known as “cedula” which is issued by the City Treasurer’s Office; the Barangay Clearance which can be secured from the barangay where the applicant is residing; two (2) pieces 2×2 ID picture; Official Receipt for the Police Clearance Fee, in the amount of one hundred pesos (Php100.00), from the City Treasurer’s Office; one (1) Documentary Stamp which can be secured at the Bureau of Internal Revenue (BIR) in the amount of thirty pesos (Php30.00), and the Filled-out police clearance application form which will be given by the Desk Officer at the police station, upon request.
Particularly in the City of Baybay, the Police Clearance can be acquired at the new Baybay City Police Station located at the Diversion Road in Barangay Gaas, Baybay City, Leyte.
Considering its distance from the poblacion, and the difficulty to get a public transport from the new Baybay City Police Station back to the poblacion proper, it would be wise to bring all the necessary requirements before going to the police station.
