GAD Conducts Capability Building Training for CSOs in the City

Organizations are often required by the Department of Labor and Employment (DOLE) to submit proposals to enable them to avail of their DILEEP.  These proposals undergo competitive screening thus, proposals must be well-written, with program designs and project details carefully planned and thought of.

Thus, the Gender and Development (GAD) Office of the City of Baybay spearheaded a 2-Days Orientation and Project Proposal Write shop with the DOLE Region 8 personnel.

This was held at the Women’s Training and Development Center at Barangay Cogon, Baybay City, Leyte and was attended by DOLE-registered farmers and women’s associations in the city.

These include Gabas Farmers Association, Bunga Compact Farmers Association, Bunga Women’s Association, Kansungka Agricultural Farmers Association, Matam-is Farmer Association, Gacat Women’s Association, Gubang Farmers Association, Kan-ipa Irrigators Service Association Incorporated and Barangay Hipusngo Farmers and Fisherfolks Association.

According to GAD Focal Person, Ms. Mora Abarquez, they convened the said organizations to help and guide them in developing project proposals for the livelihood projects of their choice.

20 Percent% Discount on RPT for Prompt Tax Payers

The City of Baybay is now offering 20% discount on Real Property Taxes (RPT) but only for prompt and non-delinquent tax payers.

According to City Treasurer, Mrs. Evelyn Pernites-Relente the city offers early payment discount to encourage more people to pay their RPT on time and for them to avoid the corresponding penalty for paying beyond March 31, 2018.

Mrs. Relente explained that the penalty for delinquent tax payers is 2% per month.  Thus, if a taxpayer will pay his/her RPT on April 1, 2018, the penalty of 8% will automatically be added to the taxpayer’s bill.

However, the maximum allowable penalty for delinquent RPT taxpayers is only 72% because according to Mrs. Relente the law mandates that the penalty for RPT shall not exceed 36 months.

It could be recalled that the first-ever Local Revenue Code of the City of Baybay was approved in 1991. Since then, the Baybayanons enjoyed a very low RPT.  “In the old Local Revenue Code, the assessed value of the land, building, equipment or machineries is multiplied by 1% plus another 1% for the Special Educational Fund (SEF) for the Local School Board,” explained Mrs. Relente.

She added, however, that due to the constant prodding of the Department of Finance (DOF), the Sangguniang Panlungsod enacted the Baybay City Revenue Code of 2017.  And after several finance committee meetings and public hearing, the same was approved on May 9, 2017 and was implemented starting August 1, 2017.

Under the new tax code, the assessed value will be multiplied by 1.5% of the basic plus another 1% for the SEF.

In relation to this, Mrs. Relente calls upon the RPT taxpayers to take advantage of the 20% discount that the Local Government Unit of the City of Baybay is offering until March 31 of this year.

It could be recalled that as early as January 2, 2018 the City Treasurer’s Office set-up waiting areas for the Baybayanons who will pay their Real Property Tax (RPT), community tax certificate (CTC), and fees and charges this year.

A MUST READ FOR SENIOR CITIZENS OR FOR FAMILIES WITH SENIOR CITIZENS

Qualified senior citizens must see to it that they apply again for the Social Program for Indigent Senior Citizens (SPISC) to be included in the list that will be submitted by the City Social Welfare and Development Office (CSWDO) to the Department of Social welfare and Development (DSWD) Regional Office 8 in Tacloban City.

Senior citizens must apply again for the Social Program for Indigent Senior Citizens (SPISC) in their respective barangays.

This was revealed by City Social Welfare and Development Officer of the City of Baybay, Ms. Loreta Malabanan in an interview with the “Nasayod ka ba, Bai?” News Team.

Ms. Malabanan explained that the re-application of the senior citizens to the SPISC was mandated by the Department of Social Welfare and Development (DSWD).

This is to clean the list of the SPISC beneficiaries off disqualified senior citizens.

According to the former DSWD Secretary Corazon “Dinky” Soliman, “Qualified to receive the P500 monthly stipend are senior citizens who are frail, sickly, or have disabilities; are not receiving pension from Social Security System (SSS), Government Service Insurance System (GSIS), or Veterans Pension; and do not have a permanent source of income or regular support from relatives.”

In this connection, Ms. Malabanan is reminding the Barangay Captains and the Kagawad In-charge of the Committee on Social Services that they must submit the application forms signed by their respective senior citizens to the City Social Welfare and Development Office (CSWDO) on or before January 19, 2018.

Ms. Malabanan added that they must interview the senior citizens in their respective barangays the soonest possible time.  She also reminded the senior citizens to see to it that they sign the documents used by the Kagawad In-charge during the interview.

Malabanan reiterated that failure to submit the documents signed by the senior citizens, who had re-applied for the SPISC to their office, on January 19, 2018, means that their names won’t be included in the list that they will submit to the DSWD Region 8 for funding.
