The City Mayor
Hon. Jose Carlos L. Cari
With passion and heart to serve, he has dedicated his whole life to public service. He was recently elected in May 2019 as Mayor of Baybay City after serving as Representative of the Fifth District of Leyte for three consecutive terms. He also previously served as Punong Barangay, Sangguniang Bayan Member and as a three-term Mayor of the City.

ACCOMPLISHMENTS
| Furthered the establishment of supplementary public schools in vital areas of Baybay City; |
| Spearheaded the conversation of the “Pot-pot” as one of the key transportation modes in the city, and the Fifth District of Leyte; |
| His term as city mayor of Baybay City saw the expansion of programs for all sectors of agriculture, from the improvement of vegetable, rice, and coconut yield of farmers, the introduction of tilapia, native chicken and eel production as an alternative food resource and strengthening of fish yield for fishermen by installing more artificial coral reefs; |
| Major infrastructure projects were introduced such as the improvement of the terminal and public market, the establishment of additional health stations and school buildings in barangays in the city, the improvement of river control and irrigation systems and the establishment of the Immaculate Conception Hospital which is managed solely by the city government; |
| As a testament to his strong political will and leadership, Mayor Jose Carlos L. Cari has been consistent in the strict implementation of the protocols and measures against COVID-19 in Baybay City, from the start of the pandemic in March 2020 up to the present. Mayor Jose Carlos L. Cari has never failed in his commitment of ensuring the safety and welfare of Baybayanons during this time of the pandemic. The protocols and programs against COVID-19, as well as the contact tracing mechanisms and programs of the City of Baybay is one of the most successful, innovative and efficient programs in the country; |
