Office of the City Vice Mayor
Mission
To provide leadership and direction to the Sangguniang Panlungsod of Baybay City; spearhead and support the passage of ordinances, resolutions and other programs that are crafted to fit the needs of the City and geared towards an efficient and effective administration of the City; and to continuously assist the Sangguniang Panlungsod in carrying out its duties and functions which will uplift the lives of the constituents, locally and internationally, through active engagements of highly professional and politically-matured Sangguniang Panlungsod Members and other stakeholders.
Vision
The Office of the Vice Mayor of the City of Baybay is committed to improve and preserve the quality of life of all Baybayanons through efficient and effective provision of services which draw strength and focus from quality local legislations through transparent and inclusive governance. It shall foster the optimum utilization of resources, promote technologies and invest on human resource where its supreme objective is the general welfare of the Baybayanons.
Mandate
The Local Government Code of 1991 provides that the City Vice Mayor shall exercise an executive and administrative powers in the legislative department being the regular presiding officer of the Sangguniang Panlungsod, sign all warrants drawn on the city treasury for all expenditures appropriated for the operation of the Office and the Sanggunian as a whole and appoints its officers and employees. In effect, there is now a separation of power between the local chief executive and the local sanggunian.
