Mission

The City Social Welfare & Development Office is the welfare arm of the government mandated by the law to operate on the aspiration that the most disadvantaged, those who are socially, economically and physically handicapped shall be provided with the opportunities needed to develop self-reliance and become participating members of the community.

Vision

The Social Welfare Development Department aims to develop, administer and implement comprehensive programs and services in response to the city’s social problems and concerns.  Its ultimate mission is individual’s transformation from a state of dependency to self-reliance.
