Mission
The City Legal Office shall promote peace and order, ensure public safety, and strengthen capability of the City Government of Baybay, Leyte through active people participation. The City Legal Office shall enforce policies leveling economic and political activities, deliver necessary social services and implement programs and projects designed to assist all sectors by way of the development process, encouraging public-private sector partnership and empowering people into full participation towards the achievement of development vision and goals.

The preparation of contracts, ordinances, and other legal documents can be availed of by any resident of the City of Baybay, or by any individual or legal entity doing business in the city, or transacting any official business in the city, or by any officer of the City Government of Baybay in relation to their official functions. The City Legal Office is mandated by the Local Government Code to review contracts, ordinances, and any other legal documents submitted to its Office for the purpose of ascertaining the validity and legality of the provisions therein. |

Rendering of Legal Opinion/Giving of Legal Advice |

Description: |
The rendering of a legal opinion in writing is one of the duties mandated of the City Legal Office specially under Article 122 (k) (2) (v) of the Implementing Rules and Regulations of the Local Government Code. The CLO of Baybay City, Leyte, has expanded its mandate by not only catering to the requests for the rendering of legal opinions for the mayor, especially those who cannot afford the services of a lawyer.For those seeking a written legal opinion, an endorsement or request, containing the legal question or issue sought to be answered shall be submitted to the CLO. For free legal advice, a request form, a valid government issued identification card, and the personal appearance of the person are required. |

Description: | The City Legal Office is mandated to investigate or cause to be investigated, any official or employee of the local government unit of Baybay City, Leyte for any administrative neglect or misconduct in the discharge of their duties in office, the recommend any course of action to the City Mayor, if any. Description: | The City Legal Office administers oaths for any person, as well as public officials and employees of the city government. The office also notarizes contracts and legal documents upon request. This request is subject to the payment of appropriate notarial charges as stated in the schedule of notarial fees and charges issued by the Integrated Bar of the Philippines. | ||||||
