Baybay City Receives Solar Lights for the Temporary Shelters

“The Office of Civil Defense (OCD) is here this morning because last June 8, we made a promise to Mayor Boying that we will be helping out in supplying solar lights.  So, we are now turning over 200 units of 200 watts solar lights for the City of Baybay.” This was the very short message of the OCD Region 8 Regional Director Lord Byron Torrecarion during the City Development Council (CDC) meeting held yesterday at the New Convention Center.

It could be recalled that on June 8 of this year Director Torrecarion inspected the relocation site in Barangay Maganhan together with Baybay City Mayor Hon. Jose Carlos Cari.

Mayor Cari thanked the OCD for the construction of the temporary shelters for the survivors of TS Agaton from Barangay Kantagnos, with the help of the Department of Public Works and Highways for the clearing; the Department of Social Welfare and Development for the cash-for-work and food-for-work program; and the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Bureau of Fire Protection (BFP), and the affected communities for the construction of their shelter.

He added that the City of Baybay will also be constructing Permanent Housing Units in Barangay Higulo-an for the TS Agaton Survivors from Barangay Mailhi but due to limited funds, the City of Baybay will initially construct 23 quadruplet units this year. However, the city is hopeful that the national government will be able to help the city in securing funds for the lacking housing units.

Based on the latest Evacuation Center Update from the City Social Welfare and Development Office (CSWDO), 254 families (877 individuals) from Barangay Mailhi are currently staying at the Baybay City Night High School.

Mayor Cari mibutyag sa detalye sa Supplemental Budget No. 2

Gi-aprobahan karong adlawa (Hulyo 6, 2022) sa City Development Council (CDC) ‘ning dakbayan ang Annual Investment Program 2022 para sa Supplemental Budget No. 2 nga nagkantidad og kapin sa siyento onse milyones ka pesos (P111, 024,190.92. Pinaagi kini sa Resolution No. 4, Series 2022 nga gipangamahan ni Kagumay Barangay Captain Mary Ann Valenzona ug gisegundahan nilang San Juan Barangay Captain Gloria Bureros, Liga ng mga Barangay President Hon. Philip Siu, ug Monterico Farmers Association President Jessie Abenoja.

Gibutyag ni Baybay City Mayor Hon. Jose Carlos L. Cari ga lakip sa nahisgotang Supplemental Budget No. 2 ang Personal Services (P4,227,291.00) isip tipik sa Rationalization Program sa Lokal nga Kagamhanan sa dakbayan sa Baybay, “Kini aron pagseguro nga matugbangan og ensakto nga suholan ang katungdanan nga gihatag sa mga kawani sa Baybay City LGU nga nagkupot og katungdanan.”

Gipasabot usab ni Mayor Cari nga kapin sa saysenta y uno milyones ka pesos (P61,796,899.92) ang gigahin alang sa Maintenance and Other Operating Expenses (MOOE), lakip na niini ang igbabayad sa tubig ug kuryente, igpapalit og mga tambal ug mga medical, dental and laboratory supplies, agricultural and marine supplies, internet subscription and telephone expenses, transportation and delivery services, repair and maintenance, wages for the Job Order Workers and Service Providers, ug uban pa.

Samtang, tungod kay segun pa sa Mines and Geosciences Bureau (MGB), dili na man gayud pwedeng puy-an og balik ang Barangay Kantagnos ug Barangay Mailhi kinahanglan nga mopalit og yuta ang Baybay City LGU alang sa ilang relocation site. Ug tungod kay ang temporary shelters sa Barangay Maganhan ra man ang gipundohan sa Office of Civil Defense (OCD), migahin usab og pondo ang Baybay City LGU alang sa pagtukod og pasiunang 23 units nga semi-permanent housing units alang sa mga survivors sa Barangay Mailhi.

Nunot niini, gipasalamatan ni Mayor Cari ang mga ginsakopan sa CDC gumikan sa ilang makanunayon nga pagsuporta sa mga programa nga iyang gilatid alang sa kabulahanan sa mga Baybayanon. Nagpasalamat usab siya sa ilang pagsalig ug suporta sa Team Lihok Baybay nga gipakita sa mga Baybayanon pinaagi sa ilang gihatag nga makabungog nga kadaogan sa miaging piniliay.

Mga PPAs sa 2022 AIP Kinahanglan nga Ma-Implementar Tanan

“Ako manghinaot nga inyong reviewhon ang tanan nga nahasulat sa  Annual Investment Plan (AIP) karong tuiga kay kinahanglan jud nga ma-implementar ang tanan nga nakasulat niana nga libro nga gihatag kaninyo. Ato nang gipatigayon tanan diha sa AIP ug naa na ‘say gigahin nga pondo. Ang inyo nalang buhaton mao ang pagbantay ug ang pag-follow-up nga mogawas ang pondo ug muabot ang proyekto sa inyong barangay.”

Mao kini ang gipahinumdom ni Baybay City Mayor Hon. Jose Carlos L. Cari ngadto sa mga Punong Barangay ‘ning dakbayan sa Baybay atol sa gipahigayon nga Distribution of Fertilizers, Hybrid Rice Seeds and Corn Farm Machinery didto sa City Library Building Grounds sa Barangay Gaas ‘ning dakbayan, dili pa lang dugay.

Kahinumdoman nga pinaagi sa tabang sa City Planning and Development Office (CPDO) ‘ning dakbayan, matag tuig nga naghimo og Barangay Development and Investment Plan (BDIP) ang matag barangay dinhi sa dakbayan sa Baybay diin ilang gibutang ang ilang giila nga mga priority projects.  Apan gumikan kay limitado man ang Internal Revenue Allotment (IRA) sa mga barangay, ug kasagaran nga dako nga pondo ang gikinahanglan alang sa katumanan sa ilang gipangandoy nga mga proyekto, naghimo og resolution ang hingtungdan nga mga barangay aron mahilakip kini sa Annual Investment Plan (AIP) sa dakbayan.

Ubos sa pagdumala ni Mayor Cari, gi-download ang pondo alang sa mga barangay projects aron sila na mismo ang mag-implement niini.  Apan aron pagseguro nga nagsunod sila sa balaod, adunay Project Monitoring Team (PMT) nga nagsusi sa ilang project implementation. Gibisita usab sila, matag karon ug unya, ni City Accountant, Mr. Jay Austero aron pagseguro nga nasunod gayud ang gi-aprobahan nga  Program of Work.

Nunot niini, gi-awhag ni Mayor Cari ang hingtungdan nga mga Punong Barangay nga susihon ang ilang priority project nga nahilakip sa 2022 AIP sa dakbayan sa Baybay, “I-call ang attention ni Mora Abarquez kon kabahin sa agrikultura, i-call ang attention ni Engr. Ranulfo Tagolgol sa City Engineering Office kon kabahin sa infrastructure, ug kang Manuel Icon Donaire kon kabahin sa social services ug mga livelihood.”

Gipasalamatan usab niya si City Vice Mayor Atty. Ernesto Butawan ug ang tibuok nga Konseho sa dakbayan sa Baybay gumikan sa ilang pagsuporta sa iyang mga proposed programs, projects and activities alang sa mga mag-uuma ug mananagat ‘ning dakbayan.

The Barangay Identifies The Need, The City Provides

Food sustainability and increasing the buying capacity of its constituents have always been the priority of the Local Government Unit of Baybay City headed by the City Mayor Hon. Jose Carlos L. Cari. And one of the best practices of the city is its constant consultation with the different sectors to ensure that programs, projects, and activities meet the needs of its constituents. As a matter of fact, ten (10) barangays were beneficiaries of fertilizers (complete, urea, ammonium sulfate, and muriate of potash) from the Baybay City LGU, which they included in their respective Barangay Development and Investment Plans (BDIP).

During the Distribution of Fertilizers, Hybrid Rice Seeds, and Corn Farm Machinery, on July 1, 2022, Mayor Cari reiterated that programs related to rice must be taken care of by the Department of Agriculture Regional Office 8 (DA-RFO 8). He said that “For our agriculture and fisheries programs, we will focus on livestock and poultry, root crops, abaca, corn, fruit trees, cacao, vegetables, capture fisheries, tilapia production, and all other agricultural concerns, except rice.”

 

He also said that he is pleased to know that the new President, His Excellency Ferdinand Romualdez Marcos Jr., promised to give due importance to agriculture because the majority of the Filipinos are farmers and fisherfolks, or are dependent on agriculture and fisheries for sustenance. “With this, the President can be our partner in our undertakings because we, the local officials of Baybay City, have always given priority to your needs and concerns. We are in fact going to Barangay Monterico on July 5 to witness the impact of our agricultural programs in the barangay and its residents,” added Mayor Cari.

In his message, Mr. Fabian Aldiano, representing DA-RFO 8 Regional Director Angel C. Enriquez, thanked the City of Baybay, “Because based on our observation the Local Government Unit of Baybay had given so much support to the farmers and fisherfolks of the city thus we received no complaints against the LGU, compared to other LGUs in the region.” He also revealed that President Marcos is the current Secretary of Agriculture in the country.

The Distribution of Fertilizers, Hybrid Rice Seeds and Corn Farm Machinery was held at the City Library Building Grounds in Barangay Gaas, Baybay City, Leyte.  This was attended by City Vice Mayor Atty. Ernesto M. Butawan, Sangguniang Panlungsod Members Hon. Romulo Alcala, Hon. Filemon Avila, Hon. Ramon Ronald Veloso, Hon. Dominic Junie Murillo and Hon. Jorge Rebucas, Mr. Fabian Aldiano from DA-RFO 8, City Agriculturist Ms. Mora Abarquez, concerned Punong Barangays and Presidents of the concerned farmers organizations in the City of Baybay.

Baybay City’s LCE reveals ways to counter the crisis

“Adunay nagsingabot nga krisis, dili lang dinhi dakbayan sa Baybay o sa Pilipinas kon dili lakip na sa tibuok kalibutan gumikan niining padayon nga pagsaka sa presyo sa mga produktong petrolyo.”

Mao kini ang gibutyag ni Baybay City Mayor Hon. Jose Carlos L. Cari sa atubangan sa mga bag-ong local officials ug mga kawani sa Lokal nga Kagamhanan sa dakbayan sa Baybay atol sa gipahigayon nga Flag Raising kagahapon.

Matud pa ni Mayor Cari nga, “Okay ra ‘ta nganhi sa probinsya kay naa man ‘tay mga yuta nga matikad ug mga programa nga ikapatuman alang sa mga mag-uuma ug mga mananagat.

Gipasabot ni Mayor Cari nga gumikan sa krisis, gibanabana nga baynte singko porsiyento (25%) sa mga micro, small & medium enterprises (MSMEs) dinhi sa nasud ang magtak-op sa ilang patigayon. Mo-ukyo ang ekonomiya sa atong nasud ug ang pagkaon ang labing maapektuhan niining maong hitabo.

Hinuon, matud pa ni Mayor Cari nga wala siya mibati og kabalaka dinhi sa dakbayan sa Baybay, “Kay dako na ang agi sa atong pagserbisyo. Napalapad nato ang atong pagserbisyo bisan pa sa panahon sa pandemya, atong napalapad ang serbisyo sa panglawas, sa engineering, sa atong social services, naka-response usab kita sa ubang lugar sa panahon sa katalagman. Ang tanan nga ahensiya nakatubag ug nagtrabaho sa inyong mandato ug akong dakong pasalamat nga ato kining nahatag nga tanan ngadto sa mga katawhan.”

Apan matud pa ni Mayor Cari nga doble pa niini nga matang sa pagserbisyo ang iyang gilauman niining mosunod nga tulo ka tuig gumikan sa nagsingabot nga krisis.  Matud pa niya, “Atong atubangon ang krisis pinaagi sa dugang lihok, dugang nga panahon ug pag-amping sa atong salapi dinhi sa siyudad sa Baybay diin ang angay lang ang gamitan ug ang angay lang nga serbisyo ang atong ipadagan.”

Baybay City’s LCE submits Supplemental Budget #2

 

Tropical Storm Agaton displaced 451 families in the City of Baybay, who are currently staying in the Evacuation Centers located at the Baybay City Night High School (254 families from Barangay Mailhi) and at the Baybay City Senior High School (145 families from Barangay Kantagnos).  The said typhoon also rendered danger zones in Barangays Kantagnos and Mailhi causing the residents therein to be immediately relocated.

Thus, Baybay City Mayor Hon. Jose Carlos L. Cari ordered the City Planning and Development Office (CPDO) to immediately look for possible relocation sites and have them inspected by the Mines and Geo-sciences Bureau (MGB) to ensure safety.  As of now, the relocation sites identified by LGU Baybay and approved by the MGB are located in Barangay Maganhan (for Barangay Kantagnos) and Barangay Higulo-an (for Barangay Mailhi).

To jumpstart and financially support the entire program, Mayor Cari submitted Supplemental Budget No. 2 to the Sangguniang Panlungsod (SP) of the City of Baybay which includes the funds for the purchase of the lot and the construction of semi-permanent housing units in Barangay Maganhan (2 hectares) and Barangay Higuloan (1.5 hectares) for the survivors of TS Agaton from Barangays Kantagnos and Mailhi, respectively. Also included in the proposed Supplemental Budget No. 2 are funds allotted for local utilities such as light, water, and fuel.

It could be recalled that Mayor Cari said in one of the City Development Council (CDC) Meetings that living in the evacuation centers, for a long period of time, is no longer healthy because evacuees are bound to suffer from communicable diseases, diarrhea, and malnutrition. Thus, Mayor Cari is hopeful that the Sangguniang Panlungsod (SP) will approve the said Supplementary Budget No. 2 at the soonest possible time.

Mayor Cari also thanked City Vice Mayor Atty. Ernesto Butawan and the rest of the SP Members for their support of his programs and projects, in the last three years, that provided for the needs of the Baybayanons, especially in terms of livelihood, health, education, infrastructure, and the like.

Baybay City’s Economy Remains Vibrant and Steadfast

“Despite the pandemic and the calamities which hit our city in 2021, the Annual Local Income of the City of Baybay increased by 100%.” This was revealed by City Mayor Hon. Jose Carlos L. Cari during the first flag-raising ceremony held today (February 4, 2022) in front of the Baybay City Hall.

This only goes to show that Baybay City’s economy remained vibrant and steadfast as it continued to deliver the basic services that the people need. It’s the Mayor’s hope that the same will happen this year, if not surpass what we have achieved last year.

He also revealed that the Internal Revenue Allotment (IRA) of all Local Government Units (LGUs) will be decreased by 14% next year. But because of the increase in its local income, its IRA will only be decreased by 7% next year.  Thus, he thanked all the employees for doing their duties and responsibilities that led to this accomplishment.

The first flag raising ceremony was attended by Vice Mayor Atty. Ernesto M. Butawan and the Sangguniang Panlungsod Members: Hon. Romulo Alcala, Hon. Simoune Astorga, Hon. Fulton Ike Arradaza, Hon. Dr. Jose Bacusmo, Hon. Filemon Avila, Hon. Carmen L. Cari, Hon. Ramon Ronald Veloso, Hon. Atty. Jose Rommel Peñaranda, Hon. Dominic Junie Murillo, and Hon. Jorge Rebucas. Liga ng mga Barangay President Hon. Philip Siu and Sangguniang Kabataan (SK) Federation President Hon. Mark Michael Unlu-cay also attended the said activity, together with the Baybay City LGU’s Department and Section Heads and employees.
