The Sangguniang Panlungsod of the City of Baybay is a law-making body as mandated by the Local Government Code of 1991. The body enact ordinances and passed resolutions that support the development plans, program objectives and priorities of the Chief Executive vital to efficiently and effectively deliver public services for the general welfare of the city and its constituents.

The legislative body headed by the City Vice Mayor as the Presiding Officer with Twelve (12) Sangguniang Panlungsod as members, 10 of which are regular members and 2 are ex-officio members.

As embodied in the approved house rules, the august body conduct its regular session every Thursday unless otherwise circumstances besets, thus, session be re-scheduled as agreed.

Furthermore, standing committees were constituted to ensure the optimum delivery of services.

Calendar Year 2023 was a jam-packed of events and proceedings that the august body proficiently accomplished.

I. Legislative Action on Social Governance

  1. Education, Culture, Arts and Sports Development.
  • A resolution creating an Ad Hoc Committee for the security matters at Baybay National High School.
  • A resolution supporting the Special Land Use Permit application of DepEd for the Barangay Amguhan Elementary School.
  • A resolution authorizing the city mayor to enter into a MOA with VSU for the practicum of VSU Tourism Students at the BTIPO.
  • A resolution authorizing the city mayor to enter into a MOA with the Javier Vocational Training Center to conduct a community-based training in Shielded Metal Arc Welding (SMAW) NC I.
  • A resolution authorizing the city mayor to enter into MOA with the School of Knowledge for Industrial Labor, Leadership and Service, Inc. for the conduct of skills training for the out-of-school-youths and unemployed men and women.
  • A resolution the city mayor to enter into a MOA with JSR Technical Vocational School Incorporated for the conduct of Community-Based Training in Driving, NC II.
  • A resolution authorizing the city mayor to enter into a MOA with the Javier Vocational Training Center for the conduct of Technical Skills Training in Shielded Metal Arc Welding (SMAW) NC I and NC II.
  • A resolution authorizing the city mayor to enter into a MOA with the Technical Education and Skills Development Authority VIII-Regional Training Center (TESDA VIII-RTC) for the implementation of the Mobile Training Program in PV System Installation, NC II.

 

  1. Peace and Order & Public
  • A resolution mandating all junkshops located in the city proper to relocate outside the city proper.
  • A resolution adopting the City Disaster Risk Reduction and Management Plan (CDRRMP) for 2023-2027.
  • A resolution authorizing the city mayor to enter into MOA with the Botica Cayunda as supplier of medicines and other medical supplies in times of calamities and disasters for the period February 20, 2023 until December 31, 2026.
  • A resolution authorizing the city mayor to enter into MOA with the DepEd to use all available school facilities/classrooms as evacuation sites in times of calamities/disasters for the period February 20, 2023 until December 31, 2023.
  • A resolution authorizing the city mayor to enter into MOA with the FORWARD as “Disaster Volunteer” during the packaging and distribution of relief goods in times of calamities/disasters for the period February 20, 2023 until December 31, 2026.
  • A resolution authorizing the city mayor to enter into MOA with the R & N Office and School Supplies Store as supplier of basic commodities (food and non0food items) for the goods and relief operations for the period February 20, 2023 until December 31, 2028.
  • A resolution authorizing the city mayor to enter into MOA with the Baybay City Chamber of Commerce as disaster volunteer to assist in relief packaging and distribution operations in times of calamities/disaster for the period February 20, 2023 until December 31, 2026.
  • A resolution authorizing the city mayor to enter into MOA with the BANTRANSCO as disaster volunteer for relief packaging and distribution in times of calamities for the period February 20, 2023 until December 31, 2026.
  • A resolution authorizing the city mayor to enter into MOA with BAMAVA as disaster volunteer for relief packaging and distribution operations in times of calamities for the period covering from February 20, 2023 until December 31, 2026.
  • A resolution authorizing the city mayor to enter in MOA with BATODA as service provider for the transportation needs for pre-emptive and forced evacuation to include relief operations during the times of calamities for the period covered from February 20, 2023 until December 31, 2026.
  • A resolution authorizing the city mayor to enter into MOA with Greatwall Builders as service provider to use of their heavy equipment as well as clearing operations during times of calamities for the period from February 20, 2023 until December 31, 2026.
  • A resolution authorizing the city mayor to enter into MOA with Golden Gate Express Service 1 as service provider for fuel in emergency responses situation in times of calamities for the period February 20, 2023 until December 31, 2026.
  • A resolution authorizing the city mayor to enter into MOA with the BCCC to provide catering services for food provisions during pre-emptive and forced evacuation of constituents for Baybay Emergency Responders and relief operation personnel for the period from February 20, 2023 until December 31, 2026.
  • A resolution adopting the Local Anti-Criminality Action Plan (LACAP) on Reckless Imprudence of the PNP Baybay Police Station.
  • A resolution adopting the Local Anti-Criminality Action Plan (LACAP) on Illegal Logging of the PNP Baybay Police Station.
  • A resolution adopting the Local Anti-Criminality Action Plan (LACAP) on Illegal Fishing of the PNP Baybay Police Station.
  • A resolution adopting the Local Anti-Criminality Action Plan (LACAP) on Illegal Drugs of the PNP Baybay Police Station.
  • A resolution adopting the Local Anti-Criminality Action Plan (LACAP) on Anti-Terrorism of the PNP Baybay Police Station.
  • A resolution adopting the Local Anti-Criminality Action Plan (LACAP) on Rape of the PNP Baybay Police Station.
  • A resolution adopting the Disaster Risk Reduction and Management Health Nutrition in Emergency Plan (DRRM-HNIEM) CY 2023-2025.
  • A resolution supporting the Executive Order No. 03, series of 2023, an Executive Order Re-Organizing the City Peace and Order Council (CPOC).
  • A resolution adopting the Peace and Order and Public Safety (POPS) Plan 2023-2025 and the local Anti-Drugs Plan Action (LADPA) 2023-2025.
  • A resolution authorizing the city mayor to enter into a MOA with the International Church of Christ for the implementation of community-based drug rehabilitation program specifically in the provision of psycho social and spiritual services for persons who used drugs, at Bahay Silagan, this city.

 

  1. Housing and Basic Utilities
  • A resolution authorizing the city mayor to purchase a lot in Brgy. Kambonggan for the construction of housing units as relocation site.
  • A resolution authorizing the city mayor to enter into contract of lease of parcel of land to be used for relocation site/temporary housing facility for the constituents displaced by fire for the period of 2 years.
  • A resolution authorizing the city mayor to enter into a MOU with the Department of Human Settlements and Urban Development (DHSUD) for the implementation of the Pambansang Pabahay para sa Pilipino (4PH) Program in the city.

 

  1. Women, Children, and Social Welfare in General
  • A resolution authorizing the city mayor to enter into a MOA with the DSWD Field Office 8 for the implementation of social pension for indigent senior citizens in the city.
  • A resolution authorizing the city mayor to enter into MOU with the National Nutrition Council to provided technical and logistical support for the Dietary Supplementation Program (DSP) or Tutok Kainan for pregnant women and children in the city.
  • A resolution authorizing the city mayor to enter into a MOA with the DOH-EVCHD for the Implementation of Medical Assistance to Indigent Patients (MAIP) Program of the city.
  • A resolution convening all women’s groups/organizations in the city for purposes of strengthening its structure and furthering their respective objectives.
  • A resolution authorizing the city mayor to enter into a MOA with DOH-EVCHO and the BCICH for the implementation of Medical Assistance to Indigent Patients (MAIP) Program.
  • A resolution enjoining all women employees of the LGU of Baybay as well as women Barangay Officials to use indigenous bags every Wednesday of the week.
  • A resolution authorizing the city mayor to enter into a MOA with the DSWD Regional Field Office 8 for the implementation of the Kapit Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) for persons with disability (PWDs).
  • A resolution authorizing the city mayor to enter into a MOA with the Early Childhood Care and Development Council (ECCDC) for the conversion of Day Care Center into Child Development Centers.
  • A resolution adopting and approving the Gender and Development (GAD) Plan and Budget for CY 2024.

 

  1. Other Social Concerns
  • A resolution authorizing the city mayor to enter into MOA with PCSO and BCICH for the establishment of Malasakit Center PCSO Desk in the hospital.
  • A resolution adopting the Baybay City Local Public Transport Route Plan (LPTRP) for the opening of routes and application of certificate of convenience for the city from LTFRB.

II. Legislative Actions on Economic Governance

  1. Agriculture and Fishery Development
  • A resolution provisioning 450 tissue culture-derived bamboo seedlings to be planted in lots owned by the city.
  • A resolution authorizing the city mayor to enter into a MOA with the Farmer Cooperator for the implementation of root crops planting and re-panting program of the city.
  • A resolution authorizing the city mayor to enter into a MOA with the farmers of Barangays Ampihanon, Kansungka and Kabungaan as Abaca Farmers Cooperator for the implementation of rehabilitation of abaca farms through replanting and capability building project.
  • A resolution to conduct a study on the development of the Baybay City owned farm in Barangay Hilapnitan into Baybay Tall Coconut Nursery and Seednut Farm.
  • A resolution creating the Baybay City “Baybay Tall” Coconut Growers Association, this city.
